Community Corrections

- Approval of Resolution No. 2021-121, authorization for increase in juvenile multisystemic therapy contract. 

Community Services

Approval of the following actions:

- Agreement No. 14374 between Community Services, Sheriff’s Office, County Attorney’s Office, and the MN Department of Human Services, in the amount of $1,017,000, for the period of January 1, 2022, through December 31, 2023, for child support enforcement services.

- .30 FTE Adult Mental Health Social Worker I/II position.

General Administration

Approval of the following actions:

- September 14, 2021, and September 28, 2021, County Board meeting minutes.

- Deputy County Administrator Jennifer Wagenius reviewed proposed 2022 redistricting principles.

- A public hearing was set for November 30, 2021, for public input on 2022 redistricting principles.

- County Administrator Kevin Corbid announced that Mr. David Brummel has been chosen as the new Director of the Public Health & Environment Department.

- Board correspondence was received and placed on file.

Human Resources

Approval of the following actions:

- Collective bargaining agreement with Law Enforcement Labor Services (LELS) Local #215 Deputy Sheriff Sergeants.

- Contract No. 14375 with YMCA of the North to provide Diversity, Equity and Inclusion training and consulting services for the county’s Equity Change Teams.

Library

Approval of the following actions:

- Contract No. 14343 with T-Mobile in the amount of $141,120 for service for 400 hotspots for Washington County Library to check out to patrons, for the period of October 26, 2021, through October 25, 2022.

- Resolution No. 2021-123, transfer of $6,000 from the Jordan bequest to the City of Marine.

- Permanent use of fund balance in the amount not to exceed $6,000 from Library Fund 230 for the Jordan bequest to be used for materials and services at the Marine Community Library.

Property Records and

Taxpayer Services

- Approval of the plat of Hills of Spring Creek in Baytown Township.

Public Health & Environment

Approval of the following actions:

- 1.0 FTE Special Project Public Health Nurse for the Disease, Prevention and Control team.

- Amend Agreement No. 13324 with Metre LLC, increasing the grant award to $220,000 annually.

Public Works

Approval of the following actions:

- Grant Agreement No. 14371 with the MN Historical Society for the period October 1, 2021, through October 1, 2022, to receive funds in the amount of $10,000 to conduct a Historic Structure Report for the Washington County Historic Courthouse.

- Public Works Director Don Theisen acknowledged two Public Works staff members that received Minnesota Recreation and Park Association (MRPA) awards.

• JJ Williams, Parks Guest Services Supervisor, received the Horizon Award. This award is given to a person with less than eight years of experience in their professional area, must be an up-and-coming professional, and an active contributor to MRPA with great leadership skills. Mr. Theisen noted that Mr. Williams has continued to keep the Parks Guest Services operating through the pandemic and is implementing a new software system for reservations and point-of-sale.

• Sandy Breuer, Parks Director, received the Clifton E. French Distinguished Service Award. The person that receives this award must have more than 20 years of experience, recognizing a long and outstanding service to the Parks and Recreation field. Mr. Theisen noted that this is MRPA’s highest professional award.

- Board workshop to review the draft 2022-2026 Capital Improvement Plan (CIP).

Sheriff’s Office

Approval of the following actions:

- Resolution No. 2021-122, agreement with U.S. Department of Justice, Drug Enforcement Administration, allowing the Washington County Sheriff’s Office to detail one experienced officer to the Minneapolis/St. Paul District Office Task Force.

- Accept a Toward Zero Deaths Grant No. 14369, from the MN Department of Public Safety, Office of Traffic Safety, in the amount of $175,200 for the grant term of October 1, 2021, through September 30, 2022.

Accounting and Finance

Approval of the following actions:

- Establish Fund 781 for tracking activities of Medical Assistance (MA) County Recoveries.

- Contract No. 14379 with High Line Software Inc. for support and maintenance of the county’s Human Resources Information System (HRIS).

Community Services

Approval of the following actions:

- Sub-grantee Agreement No. 14372 between YMCA of the North and Washington County in the amount of $144,074, for the period of October 1, 2021, through September 30, 2023, for the Family Homelessness Prevention and Assistance Program (FHPAP) funds.

- Sub-grantee Agreement No. 14363 between Solid Ground and Washington County in the amount of $180,000, for the period of October 1, 2021, through September 30, 2023, for the Family Homelessness Prevention and Assistance Program (FHPAP) funds.

General Administration

Approval of the following actions:

- October 5, 2021, County Board meeting minutes.

- Steve Kronmiller, City of Scandia Councilmember, spoke on behalf of the City of Scandia’s Internet Action Committee, regarding high-speed internet expansion progress in Scandia.

- Appoint Robert McKim, Stillwater, as Manager on the Brown’s Creek Watershed District, to a partial first term expiring October 21, 2022.

- Resolution No. 2021-124, accepting the 2021 3rd quarter  donations in the amount of $754.08.

- Set a public hearing for November 30, 2021, at approximately 4:00 p.m., to consider revisions to Washington County’s 2022 Fee Schedule, Policy No. 1032.

- Set a public hearing for November 30, 2021, at approximately 4:00 p.m., to review comments on the 2022-2026 Washington County Capital Improvement Plan (CIP).

- Approve letter to the Washington County Community Development Agency requesting assistance regarding adult emergency housing.

Property Records and

Taxpayer Services

Approval of the following actions:

- Resolution No. 2021-125, recommending conveyance of tax forfeited land by conditional use deed to the City of Afton.

- Resolution No. 2021-126,  recommending conveyance of tax forfeited land to the City of White Bear Lake.

- Resolution No. 2021-127, private sale of tax forfeited land to adjoining landowners through sealed bid.

Public Health & Environment

- Board workshop for an overview of the proposed 2022 budgets for the Washington Conservation District and Washington County watershed organizations.

Public Works

Approval of the following actions:

- Change Order No. 3 in the amount of $17,406.62 for Contract No. 14013 with Valley Paving, Inc. for the County State Aid Highway (CSAH) 18 Mill & Overlay Project.

- Change Order No. 8 in the amount of $10,532.35 and Change Order No. 9 in the amount of $16,825.25 for Contract No. 13228 with Meyer Contracting, Inc. for CSAH 18/20 Intersection Improvement Project.

- Resolution No. 2021-128, vacating Washington County’s interest in a portion of CSAH 20 (Military Road) at the intersection of Jamaica Avenue in the City of Cottage Grove.

- Resolution No. 2021-129, quit claim interest of a portion of CSAH 20 (Military Road) from Jamaica Avenue to Keats Avenue in the City of Cottage Grove.

Sheriff’s Office

- Approval of Resolution No. 2021-130,  agreement between the Washington County Sheriff’s Office and the Cities of Mahtomedi, Dellwood, Willernie, and Birchwood Village to provide law enforcement services to the cities.

Washington County Regional Railroad Authority

Approval of the following actions:

- Regional Railroad Authority minutes from September 14, 2021.

- Presentation and approval on the findings and recommendations of the Trunk Highway 36 Corridor Transit Feasibility Study.

PUBLIC NOTICE

RESOLUTION 2021-138

2022 SALARIES AND EXPENSES FOR COUNTY COMMISSIONERS

 

WHEREAS, Minnesota Statute 375.055, Subd. 1, requires the County Board of Commissioners to set salaries, per diem payments, and expense reimbursement for its members prior to January 1 of the effective year.

 

NOW, THEREFORE BE IT RESOLVED, that the 2022 annual salary rate for Washington County Commissioners be $72,488 effective January 1, 2022.

 

BE IT FURTHER RESOLVED, that the expense reimbursement for County Commissioners will be as provided for in County Policy #6010.

 

BE IT FURTHER RESOLVED, that each of the County Commissioners receive the same county paid medical insurance premium, flexible medical credit amount, life insurance, and long-term disability coverage, as received by the elected department heads.
