Present were Commissioners Fran Miron, District 1; Stan Karwoski, District 2; Gary Kriesel, District 3; Wayne Johnson, District 4; Lisa Weik, District 5. Board Chair Weik presided.

Community Services

- Approval of a grant contract with the Minnesota Department of Human Services for the Emergency Solutions Program in the amount of $320,000 for the period of July 1, 2021, through June 30, 2023.

General Administration

Approval of the following actions:

- November 9, 2021, and November 16, 2021, County Board meeting minutes.

- Voting delegates for the 2021 Association of Minnesota Counties Annual Meeting to be held December 6, 2021.

- Voting delegates for the 2021 Minnesota Counties Intergovernmental Trust Annual Meeting to be held December 6, 2021.

- Contract amendments with James F. Schneider, Contract No. 11013, Jessica Buberl, Contract No. 11012, and Spencer Butts, Contract No. 11014.

- Resolution No. 2021-144, joint powers agreement with Dakota, Olmsted, and St. Louis Counties for a 2022 residential survey.

- Appoint David Hoelzel, Woodbury, to the Board of Adjustment & Appeals and the Planning Advisory Commission as the District 5 Representative to a partial term expiring December 31, 2022.

- Resolution No. 2021-149, declaring the official intent of Washington County to reimburse certain expenditures from the proceeds of tax-exempt bonds to be issued by the county.

- Public Hearing for proposed revisions of Washington County’s 2022 Fee Schedule, Policy 1032.

- Public Hearing for the 2022-2026 Capital Improvement Plan.

- Public Hearing on proposed county redistricting principles.

- Washington County Board of Commissioners meeting was added on December 21, 2021.

- Board correspondence was received and placed on file.

- Board workshop to review commissioner appointments to committees, commissions, and joint powers boards for 2022.

Property Records and Taxpayer Services

- Approval of Resolution No. 2021-145, appointing Phillip Freeman as the Washington County Drivers License Agent and Deputy Registrar for the offices located in Forest Lake, Stillwater, and Woodbury.

Public Works

Approval of the following actions:

- Change Order No. 1 in the amount of $17,640.04 for Contract No. 14020 with Sir Lines-A-Lot for the Washington County 2021 Latex Striping Contract.

- Amendment No. 1 for Contract No. 13887 with Hagen Christianson McIlwain (HCM) in the amount of $37,400 for additional design services requested.

- Cooperative Maintenance Agreement No. 13906 with the City of Woodbury for maintenance of the traffic signal system at the intersection of County State Aid Highway (CSAH) 16 (Valley Creek Road) and City Centre Drive in the City of Woodbury.

- Cooperative Agreement No. 14373 with the City of Woodbury for maintenance of the roundabout at the intersection of CSAH 13 (Radio Drive) and CSAH 20 (Military Road), in the City of Woodbury.

- Cooperative Maintenance Agreement No. 14346 with the City of Woodbury for maintenance of roundabout at the intersection of CSAH 18 (Bailey Road) and Woodlane Drive in the City of Woodbury.

- Cooperative Maintenance Agreement No. 14347 with the City of Woodbury for maintenance of the traffic signal systems on CSAH 13 (Radio Drive) at its intersections with Hudson Road, City Place Boulevard, Tamarack Village, Tamarack Road, and Seasons Parkway in the City of Woodbury.

Sheriff’s Office

Approval of the following actions:

- Resolution No. 2021-146, agreement with the City of Lake Elmo to provide law enforcement services.

- Resolution No. 2021-147, Walmart donation of $3,500 and Hugo Yellow Ribbon Network donation of $3,800 for the Shop with a Cop event.

- Resolution No. 2021-148, donation from Kennon Rothchild, Jr. in the amount of $1,000.
