- Approval of Resolution No. 2020-113, authorizing the sale of general obligation Capital Improvement Plan refunding bonds Series 2020 estimated at $8,790,000.

Community Services

- Approval of receipt of Emergency Solutions Program grant funds from the Department of Human Services in the amount of $438,615 to fund COVID emergency shelter.

General Administration

Approval of the following actions:

- September 15, 2020, County Board meeting minutes.

- Appoint Michael White, Scandia, and Jeffrey Roach, Marine on St. Croix, to the Carnelian-Marine-St. Croix Watershed District to a first term expiring June 21, 2023.

Property Records and Taxpayer Services

Approval of the following actions:

- Plat of McDonalds farm in Stillwater Township.

- Resolution No. 2020-108, setting aside 20% of the net proceeds from the tax-forfeited land sale fund to the county park fund for the acquisition and maintenance of parks and recreational areas.

- Resolution No. 2020-110, reappointment of Bruce Munneke as Washington County Assessor for a term beginning January 1, 2021.

- Resolution No. 2020-115, honoring county staff and employees of the Property Records and Taxpayer Services Department and during October 5-9, 2020, Customer Service Week in Washington County.

Public Health and Environment

Approval of the following actions:

- Resolution No. 2020-109, certification of unpaid County Environmental Charges.

- Access Agreement No. 13712 with Minnesota Pollution Control Agency (MPCA) allowing the MPCA to continue groundwater monitoring as part of the Baytown Township Groundwater Contamination Superfund site.

- Board workshop for an update on the 3M settlement plan.

Public Works

Approval of the following actions:

- Amendment No. 1 to Storm Sewer Drainage and Utility Easement Agreement for storm sewer pipe routing storm water from Park Grove Library to City of Cottage Grove storm sewer system through adjacent 80th & Hemingway LLC property.

- Change Order No. 2 to Contract No. 13475 with Veit & Company Inc. in the amount of $41,672 for the Cottage Grove Ravine Lower Landing Facility.

- Resolution No. 2020-111, revocation of County State Aid designation on portions of County State Aid Highway (CSAH) 14 and 15 and establishing CSAH 14 and 15 in the City of Lake Elmo.

Sheriff’s Office

Approval of the following actions:

- Resolution No. 2020-112, agreement with Mahtomedi Public Schools ISD #832 to provide law enforcement services to the school district.

- Agreement No. 13721 with Aviat Networks for Washington County Public Safety Radio System microwave equipment project.

- Grant Agreement No. 13722 with the Minnesota Department of Public Safety for Driving While Intoxicated enforcement in the amount of $124,459.

- Recognition of Deputy Michael Ramos by the State of Minnesota’s Office of Traffic Safety.

Washington County Community Development Agency

- Approval of Resolution No. 2020-107, amended Citizen Participation Plan.

Ordinance Summary


On October 20, 2020, at a Regular Meeting of the Scandia City Council, by majority vote, the City Council adopted Ordinance No. 2020-04 which adopts regulations pertaining to the business licensing of event facilities within the Scandia City Limits.
