Community Services

Approval of the following actions:

- Resolution No. 2020-029, to extend the contract period of the county’s 2018 Section 5310 grant from 9/30/2019 to 6/30/2020 and to approve a $32,000 advance in the federal share of the county’s 2020-2021 Section 5310 award by the MN Department of Transportation.

- Resolution No. 2020-030, to endorse April 2020 as Child Abuse and Neglect Prevention Month.

- 2019 Annual Report of the Washington County Child Protection Citizen Review Panel.

General Administration

Approval of the following actions:

- March 10, 2020, County Board meeting minutes.

- Resolution No. 2020-024, for the county’s Land and Water Legacy Program (LWLP) contribution for a conservation easement on the Tschida property in Hugo.

- Resolution No. 2020-025, for the county’s LWLP contribution for a conservation easement on the Goodwin property in Stillwater Township.

- Resolution No. 2020-026, application to Department of Natural Resources’ Scenic and Natural Areas grant program for matching funds for LWLP conservation easement project.

- Resolution No. 2020-027, in support of the 2020 Census.

- Resolution No. 2020-028, to encourage access to multi-unit housing structures by U.S. Census Bureau employees.

- County Administrator Kevin Corbid reported on county efforts and response to the COVID-19 pandemic.

- All county public-facing services will continue to be suspended through April 7, 2020. This will be reevaluated at the April 7 County Board meeting.

- Authority delegated to the county administrator to resume public-facing services within certain county facilities, if doing so follows the recommendations of the Centers for Disease Control, the MN Department of Health, the Washington County Department of Public Health & Environment, and is consistent with the executive orders of the Governor of the State of MN related to the COVID-19 pandemic.

- County parks remain operational for the use of their trails and open spaces and the requirement for a county park pass be waived through April 7, 2020.

- Waive the requirement under Policy #2509 that all donations of greater than $1000 be formally accepted by the board.

Human Resources

- Approval to allow up to 160 hours of leave without pay with benefits under Section 16 of the County’s Rules & Regulations, related to COVID-19.

Property Records

and Taxpayers Services

- Approval of application for a 1-4 day Temporary On-Sale Liquor License from the VFW Post 323 for a special event at the Washington County Fairgrounds 5/29/2020 through 5/31/2020.

Public Health and Environment

Approval of the following actions:

- Resolution No. 2020-031, for Watershed-Based Funding Implementation Program participation.

- Resolution No. 2020-032, to delegate authority to the county’s Lower St. Croix One Watershed One Plan Policy Committee representative to vote on draft plan submittal for public comment.

- Resolution No. 2020-033, submittal of MN Pollution Control Agency 2020 Local Recycling Development Grant application and report.

- Director Lowell Johnson reported on community and county response for the COVID-19 pandemic.

Public Works

Approval of the following actions:

- Resolution No. 2020-034, to establish County State Aid Highway (CSAH) 13 in the cities of Oakdale and Lake Elmo.

- Resolution No. 2020-035, to submit applications for federal funding through the Metropolitan Council’s 2020 Regional Solicitation grant program.

Washington County Regional Railroad Authority (RRA)

Approval of the following actions:

- February 25, 2020 RRA meeting minutes.

- Resolution RRA-2020-001, to quit claim any interest in adjacent land west of CSAH 38 (Maxwell Ave) to the City of Newport.

- Contract No. 13327 with Kimley-Horn and Associates for an amount not to exceed $317,040 to complete the scope of work for the Trunk Highway (TH) 36 Corridor Transit Feasibility Study.

- Permanent use of fund balance in an amount not to exceed $317,040 for the TH 36 Corridor Transit Feasibility Study.

Sheriff’s Office

Approval of the following actions:

- Joint Powers Agreement No. 13332 to provide fuel for the City of Bayport for law enforcement services.

- Joint Powers Agreement No. 13333 to provide fuel for the City of Oak Park Heights for law enforcement services.

- Grant Agreement No. 13334 with the Office of National Drug Control Policy in the amount of $150,878.

- The April 14, 2020 County Board meeting was cancelled.

- Resolution No. 2020-037 to establish CSAH 12 designation on Old Trunk Highway (TH) 244 from TH 120 to CSAH 12 in the cities of White Bear Lake and Mahtomedi.

- Resolution No. 2020-038 designating April 20-24, 2020 as Work Zone Awareness Week in Washington County.

- Contract No. 13335 with Bolton & Menk Inc. in the amount of $1,702,350 for construction contract administration and staking of CSAH 19 and Local Roads project in Woodbury.

Sheriff’s Office

- Approval of Resolution No. 2020-039 proclaiming April 12-18, 2020 as National Public Safety Telecommunications Week in Washington County.
