NOTICE IS HEREBY GIVEN that the Board of Appeal and Equalization of the City of Marine on St. Croix in Washington County, Minnesota, will meet at City Hall in said city from 9:00am – 10:00am on Tuesday, the 6th day of April 2021 for the purpose of reviewing and correcting the assessment of said Real Estate for the year 2021.

All persons considering themselves aggrieved by said assessment, or who wish to complain that the property of another is assessed too low, are hereby notified to appear at said meeting, and show cause of having such assessment corrected.

No complaint that another is assessed too low will be acted upon until the person so assessed, or his agent, shall have been notified of such complaint.

NOTICE IS HEREBY GIVEN that a hearing will be held before the City Council of Scandia on the 20th day of April, 2021, at 7:00 pm to consider a proposed vacation of public drainage easements on property located at 12937 Mayberry Trail North, legally described as:

The public hearing will be conducted online by telephone or other electronic means pursuant to Minnesota Statutes Section 13D.021, due to the COVID-19 pandemic.

Community Services

-Approval of Contract No. 13954 with Stepping Stone Emergency Housing in the amount of $240,000 through January 31, 2022.

General Administration

Approval of the following actions:

- February 9, 2021, County Board meeting minutes.

- Appoint Temmy Olasimbo, Woodbury, to the Community Development Agency Board of Commissioners as a District 5 Representative, to a partial first term expiring December 31, 2022.

- Deputy County Administrator Jan Lucke reported on state and federal legislative updates. Staff has received information on a new opportunity that has emerged called Community Project Funding. Congresswoman Betty McCollum has requested a list of project ideas from Washington County by March 14th. This is funding directly awarded by Congress and projects with demonstrated community engagement and support will be considered. Staff will present projects for recommendation at the March 9th board meeting, including resolutions of support for the board’s consideration. 

- County Administrator Kevin Corbid reported that more than $5 million in funding has been disbursed to local businesses for the county’s Local Business Relief Grant Program.

Approval of the following actions:

- Resolution No. 2021-023, recommending conveyance of tax forfeited lands by conditional use deeds to the City of Cottage Grove and the City of Scandia.

- Resolution No. 2021-024, approving the sale of tax forfeited land at public auction.

- Application for renewal of an On-Sale and Sunday Liquor License for VR US Holdings Inc, Afton Alps Resort, located in Denmark Township.

- Application for renewal of an On-Sale and Sunday Liquor license for the Disabled Veteran’s Rest Camp Association, located in May Township.

Public Works

- Resolution No. 2021-025, supporting submittal of application to the 2021 Regional Parks System Competitive Equity Grant Program.

- Board workshop for an update on the MOVE Washington County Wayfinding Plan, which establishes a long-term vision for wayfinding signage along Washington County trails.

Sheriff’s Office

 - Approval of the 2020 Urban Area Security Initiative Grant Agreement No. 13978 between the MN Department of Public Safety, Division of Homeland Security and Emergency Management, and the Washington County Sheriff’s Office, in the amount of $183,750.

- County Administrator Kevin Corbid reported on state and federal legislative updates. A new federal funding opportunity has emerged called Community Project Funding. U.S. Rep. Betty McCollum has requested a list of project ideas, smaller in scope and with broad community support/engagement, from Washington County by Friday, March 12th. Mr. Corbid presented four projects with resolutions of support for the board’s consideration.

- Resolution No. 2021-029, supporting submittal of a Washington County Historic Courthouse Restoration Project in consideration for appropriations in federal Community Project Funding for fiscal year 2022.

- Resolution No. 2021-030, supporting submittal of Central Greenway Regional Trail Project in consideration for appropriations in federal Community Project Funding for fiscal year 2022.

- Resolution No. 2021-031, supporting submittal of County Highway 5 and Brown’s Creek State Trail Project in consideration for appropriations in federal Community Project Funding for fiscal year 2022.

- Resolution No. 2021-032, supporting submittal of a Washington County St. Croix Bluffs Regional Park Boat Launch Improvement Project in consideration for appropriations in federal Community Project Funding for fiscal year 2022.

- Contract No. 13967 in the amount of $214,926 with A-1 Excavating Inc, for replacement of Bridge 90743 (box culvert) on County State Aid Highway (CSAH) 21 (St. Croix Trail).

- Contract No. 13968 in the amount of $168,886 with Fahrner Asphalt Sealers LLC, for replacement of 2021 crack seal work on various county roads.

- Appoint Commissioner Gary Kriesel, District 3, to the Lake Elmo Airport Advisory Commission as the County Representative, and Don Theisen, Public Works Director, as Alternate.

- Board workshop to review restoration efforts, upcoming projects, and mission statement for the Washington County Historic Courthouse.
