- Application for Mental Health Crisis Response Services grant funds administered by MN DHS.

- Resolution No. 2020-044, authorize submission of the annual Federal Transit Administration certifications and assurances to the MN Department of Transportation.

General Administration

Approval of the following actions:

- March 24, 2020 and April 7, 2020, County Board meeting minutes.

- Resolution No. 2020-042, Land and Water Legacy Program (LWLP) purchase of a conservation easement on the Berggren property in Afton.

- LWLP conservation easement for the Tschida property in Hugo.

- Resolution No. 2020-051, recognizing the financial impact of COVID-19 and updating tax abatement Policy #4001.

- Board workshop to introduce potential LWLP project in Denmark Township for potential conservation easement.

- County Administrator Kevin Corbid reported on county efforts and response to the COVID-19 pandemic.

- All county public-facing services will continue to be suspended through May 3, 2020.

- County parks remain operational for the use of their trails and open spaces and the requirement for a county park pass be waived through May 5, 2020.

- Delay opening of county swim beaches at Square Lake Park, Point Douglas Park, and Big Marine Park Reserve until June 15, 2020.

- Lake Elmo Park Reserve Swim Pond to be closed for the 2020 season.

- Rentals for park pavilions, shelters, group campsites, and Historic Courthouse rentals, be cancelled through June 15, 2020.

- County campgrounds at Lake Elmo Park Reserve and St. Croix Bluffs Regional Park remain closed until May 21, 2020.

- County staff authorized to refund all reservation fees for any cancellation resulting from the board’s action to delay the opening of certain park activities.

- Application for an On-Sale and Sunday Liquor License for Keystone Weddings and Events LLC, in May Township.

- Resolution No. 2020-045, application to conduct excluded bingo for the Afton Bayport Lakeland Lions Club to conduct excluded bingo at the Washington County Fairgrounds.

Public Health and Environment

Approval of the following actions:

- Grant Agreement No. 13388 with MN Pollution Control Agency in the amount of $750,332.

- Director Lowell Johnson reported on community and county response for the COVID-19 pandemic.

Approval of the following actions:

- License to use Real Property Agreement No. 13366 with the University of Minnesota for a research project within Lake Elmo Park Reserve.

- Contract No. 13409 with Scott Petersen Construction Inc. in the amount of $168,900 for window restoration at the Historic Courthouse.

- Permanent use of fund balance in an amount not to exceed $134,000 from the Historic Courthouse Restoration Fund for the window restoration project.
